Ein Hauptziel der "Energie-Strategie 2050" ist die Nutzung bestehender Potentiale zur Verbesserung der Energieeffizienz durch die Schaffung und Nutzung von energiebezogenen Innovationen. Das vorliegende Projekt zielt auf ein besseres Verständnis sowohl der Bestimmungsfaktoren als auch der vorhandenen Potentiale. Im Mittelpunkt der Betrachtung steht dabei die einzelwirtschaftliche Unternehmensebene. Die Unternehmen sind einerseits die wichtigste Quelle für energierelevante Innovationen und andererseits auch für einen wesentlichen Anteil am gesamten Energieverbrauch verantwortlich. Dieser Anteil ist z. B. größer als jener der privaten Haushalte. Die Umsetzung wirksamer wirtschaftspolitischer Maßnahmen setzt daher ein möglichst genaues Verständnis von Innovations- und Adoptionsprozessen innerhalb der Unternehmen voraus.

Creation and Adoption of Energy-related Innovations
One of the main goals of the “Energy Strategy 2050” is the exploitation of the existing energy efficiency potentials, whereas the size of the efficiency potential strongly depends on the development and the adoption of energy-related innovations. Consequently, it is the objective of this project to improve our knowledge about the drivers and potentials of both the adoption and creation of energy-saving and more generally energy-related innovation. Our study will be based on firm-level information. Firms are not only the main source of energy-related innovation, but they are also responsible for a considerable share of the total energy consumption, which is larger than that of households. Accordingly, a better understanding of the adoption and innovation mechanisms within firms is important in order to develop efficient policy measures.

For a large sample of enterprises in Germany, Austria and Switzerland (the "DACH" region) we study the impact of policy instruments such as energy-related taxes, subsidies, standards and negotiated agreements, or other regulations on the firm's ecological and economic performance. To identify the causal linkages, we build a system of twelve equations, first tracking the impacts of policy on the adoption of green energy technologies for distinct areas. In a second set of equations, we estimate the perceived impacts of adoption on the firm's energy efficiency, carbon emissions and competitiveness. The results confirm a differentiated pattern of channels through which policy can affect the firm's energy efficiency and carbon emissions, while having a neutral impact on its competitiveness.
