Mapping EU Funded Projects Concentration and Synergies in Dual Use Technologies (ER-REGDUALOSA)

The study commissioned by the European Commission explores the concentration and synergies of EU-funded projects in dual-use technologies, focusing on space, cybersecurity, and drones from 2007-2020. Against the backdrop of geopolitical shifts and supply chain vulnerabilities the EU has emphasised technological sovereignty and strategic autonomy. Using data from the Horizon Framework Programmes (FP7 and Horizon 2020) and the European Regional Development Fund (ERDF), the research identifies patterns in dual-use technology investments. ERDF funded 16,524 dual-use projects (13.9 billion €), with significant growth between 2007-2013 and 2014-2020. Horizon supported 3,683 projects (9.2 billion €), with increasing emphasis on dual-use technologies. Synergies between ERDF and Horizon funding highlight complementary roles in fostering innovation. The findings underscore the importance of tailored regional policies for advancing Europe's technological resilience.
