The main objective of this study is to distil principles and best practices for the definition of rele-vant markets that can inform the evaluation of the Market Definition Notice (MDN) that the Eu-ropean Commission is currently undertaking. The final output identifies and describes such principles and best practices, organised under the four topics on which the study is focused: digitalisation, innovation, geographic market definition, and quantitative techniques. For this report, a team of topic experts prepared a narrative analysis by topic, based on all relevant economic and legal literature that focuses on the key questions listed in the terms of reference including points of convergence, points of divergence and gaps with the guidance provided in the MDN. The research team analysed and reviewed a range of competition enforcement guidelines, cases, and court judgments by NCAs inside and outside the EEA.
