2003 entwickelte sich die Bauwirtschaft in Europa aufgrund der gesamtwirtschaftlichen Rahmenbedingungen sehr schwach. In Westeuropa
dürfte die Bauproduktion nach der Prognose des europäischen Forschungsnetzwerkes "Euroconstruct" um 0,2% geringer ausgefallen
sein als 2002. Eine Trendwende zeichnet sich 2004 ab mit nur mäßigen Wachstumsraten von 0,8% 2004 und 1,3% 2005. Erst 2006
wird die westeuropäische Bauwirtschaft mit 2,0% ähnlich stark expandieren wie Ende der neunziger Jahre. In Osteuropa dürfte
die seit 2001 anhaltende Rezession des Sektors Ende 2003 (–0,6%) überwunden worden sein, ab 2004 ist eine dynamische Steigerung
zu erwarten (2004 +4,3%, 2005 +8,5%, 2006 +9,2%); vor allem in Ungarn und Polen zeichnet sich eine günstige Entwicklung ab.
In Österreich expandierte die Bauwirtschaft bereits 2003 um 1,7%, primär dank der Belebung der Infrastrukturaufträge, aber
auch der Wohnbautätigkeit; die Prognosen für 2004 bis 2006 liegen bei rund +2% pro Jahr.

European Construction Industry Expected to Achieve Only Slight Recovery in 2004 and 2005
Whereas the European economy in general made very hesitant steps towards recovery in 2003, the construction industry once
again lagged behind. In 2003, the real construction volume shrank by 0.2 percent in the 19 countries covered by the "Euroconstruct"
research network. This decline was due chiefly to a shortage in demand suffered by the housing industry, the main sector of
the construction industry, which produces 45 percent of the construction volume: both rising unemployment (unemployment rate
in Western Europe: about 8 percent) and a negative trend in disposable incomes directly impacted on the housing market. At
the same time, high consolidation pressure in the EU countries, and in particular in France, Italy and Germany, made inroads
on the public sectors' propensity to invest.
