Employment Effects of Increased Inland Waterway Transport in the Danube Region

The promotion of Inland Waterway Transport (IWT) is one of the political priorities of the "European Union Strategy for the Danube Region". A growing share of IWT within the regional freight transport market is expected to raise the sustainability of the transport system and provide beneficial regional economic effects. Relatively high energy efficiency and good environmental performance, together with low specific costs, rank among the primary advantages of this transport mode. The study "Danube+20" initiated by the European Commission looked at the employment effects of a 20 percent increase in IWT transport volume in the Danube region by 2020 compared to 2010. The results of the simulation using the multi-regional input-output model ADAGIO indicate that IWT offers a source of moderate additional employment for the river's bordering regions. The employment growth mainly results from induced economic effects, i.e., reduced average transport costs for the entire economy.

Die Förderung der Binnenschifffahrt gehört zu den politischen Prioritäten der "Donauraum-Strategie" der EU und der Donau-Anrainerländer. Von einer Steigerung des Marktanteils der Binnenschifffahrt am Güterverkehr der Makro-Region wird eine Verbesserung der Nachhaltigkeit im Transportsystem, aber auch positive Effekte für die Regionalwirtschaft erwartet. Energieeffizienz, Umweltfreundlichkeit und niedrige spezifische Kosten gelten als die wesentlichen Vorteile des Transportträgers Binnenschiff. In der Studie "Danube+20" wurden im Auftrag der Europäischen Kommission die Beschäftigungseffekte einer Steigerung des Transportvolumens der Binnenschifffahrt im Donauraum um 20% im Zeitraum 2010/2020 geschätzt. Wie die Simulationen mit dem multiregionalen Input-Output-Modell ADAGIO zeigen, bergen diese Transportzuwächse für die Anrainerregionen der Donau ein Potential für eine mäßige Beschäftigungsausweitung. Die Zunahme der Beschäftigung resultiert vor allem aus induzierten ökonomischen Effekten, konkret einer Senkung der durchschnittlichen Transportkosten für die gesamte Wirtschaft.

Inland waterway transport (IWT) on the Danube offers a yet underused transport and employment potential for the regions bordering the Danube. This unused potential can create almost 10,000 new jobs in freight and passenger transport together. IWT freight transport on the Danube can achieve a growth of 20 percent by 2020, provided proper maintenance of the river is undertaken. New employment resulting from this increase in freight transport would amount to about 6,500 jobs. If higher GDP growth is achieved, this number could even rise to some 10,500 new jobs. This concerns new jobs on all skill levels. The inland waterway passenger transport sector was assessed separately. The river cruise sector is potentially an important generator of employment. A growth of 20 percent of passengers on river cruises will result in an estimated increase of employment by about 2,600 direct and 400 indirect jobs.
