First Results of the Research Project Fair-Heat

Legal Framework, Cost Analysis and Climate Impacts for Heating and Cooling in Austria
The Austrian Institute of Economic Research (WIFO), the Austrian Institute of Technology (AIT) and e-think energy research are analysing options for a socially just heat transition in Austria.

The first three outputs of the research project are now available on the project website and provide a compact overview of the legal framework, the expected costs of heating technologies and the expected regional impacts of climate change on space heating.

  • Research Brief "Legal Framework"
An analysis of European and national policy instruments that summarises the current legal framework and highlights legal barriers and options for a fair heat transition.
  • "Fact Sheet on the Cost Assessment for Heating & Cooling Technologies"
The fact sheet presents the acquisition, operating and life cycle costs for the most relevant heating and cooling technologies.
  • "Summary Report on Climate Impacts on Heating & Cooling in Austria"
The report summarises impacts of climate change on Austria's energy demand, particularly for heating and cooling by region.

For meeting the climate targets, a rapid and far-reaching phase-out of fossil fuels is required. While the share of fossil fuels used in the Austrian building sector has continuously declined over the past years, achieving a full decarbonisation of the sector by 2040 is challenging and requires considerable investment. Fair-Heat aims at contributing to the research on the distributional dimension of the energy transition in the residential buildings sector.

This project Fair-Heat is funded by the Klima- und Energiefonds and carried out within the Austrian Climate Research Programme (ACRP).
