European Construction Market Forecasts to 2029
WIFO is hosting the 102nd Euroconstruct Conference, taking place in Vienna on 19 and 20 November 2026. The event brings together the latest construction market forecasts for 19 European countries through to 2029 and is held under the theme "Understanding What Moves The Market". The Euroconstruct conferences are aimed at professionals and executives from the construction industry, the real estate sector, finance, and economic and urban research, and rank among the most important forums for the European construction industry. Twice a year, they bring together economists, market analysts and industry representatives from 19 member countries to discuss current cyclical and structural developments in the construction sector and to present quantitative forecasts for the years ahead.

The conference begins on Thursday, 19 November, with a pre-conference networking evening (a guided tour followed by a get-together). Places for the evening segment are limited. The main conference day takes place on Friday, 20 November, at The House of Industry and will additionally be broadcast via live stream.

The event opens with a geopolitical macro perspective from WIFO Director Gabriel Felbermayr, which will be a defining factor for the construction industry through to 2029.

The German Euroconstruct representative Ludwig Dorffmeister (ifo Institute) summarises the overall development: "For the first time in many years, the European construction sector is once again growing faster than the economy as a whole. While residential construction is currently gaining momentum, the dynamics in civil engineering are increasingly slowing down. The conference offers the ideal setting to understand these divergences and to make use of them for strategic planning."

Three thematic focal points structure the programme:

Residential construction: Alongside the Euroconstruct forecasts for European residential construction, the European Affordable Housing Plan, with its target of around 650,000 additional housing units per year beyond the existing level of 1.6 million, will be analysed. A dedicated presentation addresses Austria's limited-profit housing sector as a potential European reference model and its strategy in the coming years.

Non-residential construction: The forecasts for commercial and public building construction will be complemented by analyses of cost pressures (e.g. energy, regulation, wages) as well as new WIFO research findings on the relationship between home-office use and demand for office space, comparing Austria and Germany.

Civil engineering: In addition to the current forecasts, the programme examines how the phasing-out of the EU recovery funds (NextGenerationEU), and the development of EU funding programmes overall, will affect the project pipeline in the European infrastructure sector.
