Distributional Effects of Services Provided by the Public Education System
The distributional effect of public expenditure on education depends primarily on the distribution of pupils and students, the field of education attended and the duration of education. Public school expenditures continue to be of comparatively high importance to households in the lower third of the income distribution. Expenditures on higher education have a very differentiated effect on income distribution. Due to specific household constellations, they are likely to benefit mainly young people from households in the middle and upper third of the Austrian income distribution.
