Die Studie analysiert die Wirkungen des "Nationalen Aktionsplans für nachhaltige öffentliche Beschaffung" (naBe). Im ersten
Teil der Studie wird der Status quo der Bundesbeschaffung insgesamt – in Volumen und Struktur – beleuchtet und die Wirkungen
hinsichtlich Wertschöpfung, Beschäftigung und Emissionen untersucht. Einschließlich ausgegliederter Unternehmen wird das Vergabevolumen
des Bundes im Jahr 2019 auf über 24 Mrd. € geschätzt. Im zweiten Teil der Studie wird auf sechs zentrale Beschaffungsbereiche
eingegangen – Lebensmittel, Strom, IT-Geräte, Mobilität, Hochbau, Tiefbau – und detaillierte Wirkungsszenarien für die naBe-Kriterien
entworfen. Die Ergebnisse zeigen, dass die erwarteten jährlichen Mehrausgaben bis 2030 auf 111 Mio. € zunehmen, und mit substanziellen
ökonomischen (BIP-Effekt +123 Mio. €) und ökologischen Effekten (eingesparte CO2-Äquivalente: 43.000 t) einhergehen.

naBe Action Plan: Impact Analysis of Sustainable Public Procurement in Austria
The study analyses the effects of the "National Action Plan for Sustainable Public Procurement" (naBe). The first part of
the study examines the status quo of federal procurement as a whole – in terms of volume and structure – and analyses the
effects in terms of value creation, employment and emissions. Including outsourced companies, the federal government's procurement
volume in 2019 is estimated at over 25 billion €. The second part of the study looks at six key procurement areas – food,
electricity, IT equipment, mobility, building construction and civil engineering – and draws up detailed impact scenarios
for the naBe criteria. The results show that the expected annual additional expenditure will increase to 111 million € by
2030 and will be accompanied by substantial economic (GDP effect +123 million €) and environmental effects (CO2 equivalents
saved: 43,000 tonnes).
