Factors Influencing the Development of the Means-Tested Social Assistance in Vienna

The means-tested social assistance is a cash benefit for persons without sufficient tangible means to finance their subsistence. Since implementation of the means-tested social assistance, the number of recipients and the budget volume in Vienna have successively increased. This study presents the development in Vienna, examines the access routes to and the outflows from the means-tested social assistance and estimates a scenario of the expected future numbers of recipients and associated budget volume.
