A (De-)Carbonisation Map for Austrian Manufacturing
In order to create a "map of (de-)carbonisation" of the Austrian economy, we aim at locating the main industrial emitters (covered by the EU-ETS) and at compiling a small-scale input-output model (covering 159 industries at the level of 94 districts) focusing on emissions. Building upon this database, a prototype application is presented: efforts to reduce greenhouse gas emissions are likely to lead to a decrease in demand for motor vehicles but will certainly lead to a shift away from conventional motor vehicles and towards alternative, lower-emission (or zero-emission) propulsion systems. Austria has a significant (supply) industry for conventional motor vehicles. The application demonstrates the regional (and sectoral) impact of such a shift, but also the opportunities it could bring about. However, the simulation also shows a regional mismatch between opportunities and risks: the potential winners will likely be located in different regions than the possible losers.
