The Future of Financing the Common Agriculture Policy and its Expenses
The expenditure for the Common Agricultural Policy represents the largest outgoings in the EU budget. As a result of EU enlargement with countries which had a high share of agriculture, there have been additional challenges to overcome in the last few years. This study investigates which options there are, in principle, to finance the agriculture budget on an EU level and how these are assessed by individual groups of decision makers. In addition the effects of each financing option on the distribution of direct payments to member countries and in member countries are calculated.
