A Brief Analysis of the EU's Own Resources

In mid-July 2025, the European Commission published its first proposal for the next EU budget for the period 2028 to 2034, which includes a reform proposal for "modern revenues". At its core is a package of five new own resources, which are intended to cover 21 billion € annual repayments of debt issued under the EU pandemic rescue programme NextGenerationEU (NGEU) that are set to start in 2028, and to replace a part of member countries' current national contributions to the EU budget.
