Systemic Perspectives on Energy Efficiency

Supporting Analyses for the Amendment of the Austrian Energy Efficiency Act

Currently, the draft of the new Energy Efficiency Act (EEffG) is being prepared. A massive increase in energy efficiency is a central pillar for achieving the energy and climate targets. In order to achieve the energy and climate targets for 2030 in a perspective until 2040 and 2050, a reduction of final energy demand to a maximum of 950 PJ appears necessary. In order to increase the effectiveness of the EEffG 2021, three extensions are put forward for discussion. The first extension concerns the expansion of the companies included, the second extension focuses on the quality of the measures and the third extension aims at motivating innovations. These flexibilities are linked to incentives to search for the most cost-effective efficiency improvements. Additional incentives can be provided by an effective design of an energy efficiency fund. This could trigger innovation impulses that support the entire energy and climate strategy.
