Evaluation of the Effectiveness and Efficiency of Training Measures by the Public Employment Service Austria
This study provides a comprehensive evaluation of the effectiveness and efficiency of training measures for unemployed persons implemented by the Public Employment Service Austria (AMS). It not only sheds light on differences in effects between numerous subgroups of unemployed persons, but also distinguishes more strongly than before between different subtypes of measures in terms of type of provider, content, type of qualification, intensity and target group orientation. The results illustrate impressively that not all courses are the same. The educational measures used by the AMS are very heterogeneous, both in terms of their design and their impact. Therefore, valuable knowledge about their use and effects remains hidden if monitoring does not differentiate sufficiently. The study shows possibilities to further improve the information base on the implemented measures.
