Enabling Conditions for Attractive R&I Systems and Balanced Circulation of Talents

Mutual Learning Exercise on Research Careers

This thematic report has been prepared in the context of the Mutual Learning Exercise (MLE) on Research Careers involving 16 committed participating countries. The report is based on the third meeting of the MLE held in Prague on 21 to 22 November 2024 on the topic of Enabling conditions for attractive R&I systems and balanced circulation of talents. After an introduction to the topic, it presents three types of relevant policies: policies to improve the overall attractiveness of R&I systems, policies to foster the balanced circulation of talents targeted at research organisations or universities and last but not least policies targeted at individual researchers. Policy options and country experiences are discussed which inform the Mutual Learning Exercise (MLE).
