Potential for Reduction and Sectoral Distribution of Greenhouse Gases. An Evaluation of Measures for CRF Sectors
The Climate Protection Act applicable from November 2011 provides for sharing the maximum volumes of greenhouse gases among sectors for mandatory periods from 2013. This analysis of how packages of measures affect the reduction potentials of individual sectors aims to support the requisite decision-making processes. The measures and measure packages were evaluated by their impact on energy utilities, energy productivity and the energy mix. It comprised three strategies for implementations that differ in their level of ambitions: Strategy 1 provides for continuing current policies and adding additional measures, strategy 2 aims to change structures with a mid-term view; strategy 3 puts greater emphasis on technologies and has long-term perspectives. These categorisations take into account observable trends as well as the criteria for implementation discussed in the catalogue of measures in terms of acceptance by politics and population, financing, required investments and speed of implementation. The quantitative evaluation of the packages assumes a term of about ten years starting as of now.
