Systemic Perspectives on Energy Efficiency. Supporting Analyses for the Amendment of the Austrian Energy Efficiency Act
On the one hand, this study addresses the question to what extent a systemic understanding of energy efficiency can improve the empirical foundation of the Energy Efficiency Act (EEffG). On the other hand, it is discussed to what extent adaptations of the instruments for achieving the goals can be derived, such as the obligation of final energy savings by suppliers of energy. Two analytical foci are foreseen: First, a detailed empirical part that prepares the facts relevant for the assessment of energy efficiency; second, a discussion on the extension of the mechanisms foreseen for the achievement of the reduction targets, especially the reduction obligation for energy suppliers.
