Development of the Needs-based Minimum Benefit Payments in Vienna – Identification of Influencing Aspects
Since the introduction of the demand-oriented minimum benefit system in 2010, the number of beneficiaries and the budget allocated to them have gradually increased in Vienna. In order to determine the influencing factors of this development, the particularly affected groups of persons, their development and their course of benefit receipt and employment are identified. In particular, the specific labour market situation in Vienna will be taken into account when looking at entrances to and exits from the demand-oriented minimum benefit system. Based on these findings, the future development of the number of cases and the required funds is concluded. Various measures to cope with these challenges will be discussed.
