R&D Goals 2020. Update 2017
Within the Europe 2020 strategy, the Austrian government has set goals for the share of overall (3.76 percent) as well as of basic research in GDP in 2020 (0.94 percent). This study first calculates how much more has to be spent each year to achieve these goals by 2020, if expenditures increase by a constant fraction of the share in GDP. Subsequently, the study looks at past R&D spending patterns and at budgeted public R&D expenditures to examine the gap – if any – between the R&D expenditure necessary to reach the goals and the current and planned R&D expenditures.
