Evaluation Agreement on Labour Upper Austria
This report examines the effects of the Upper Austrian pact for work and qualification and develops suggestions for its further development. The pact is an annually renewed joint agreement between the federal province and the Public Employment Service of Upper Austria as well as the Ministry of Social Affairs with the participation of the social partners encompassing the jointly implemented labour market policy. It ensures a high level of information among the partners about the provinces labour market policy measures, coordinates various providers and sources of funding for labour market policy, increases the effectiveness of the measures, creates planning security for individual projects and measures, avoids duplication and also designs new measures. The funding of around 326 million € promised by the partners is linked to an additional gross value added of around 450 million € in the long term, of which 305 million € accrues to Upper Austria. The employment effect amounts to 6,800 jobs in the long term, of which 4,900 are located in Upper Austria. In its further development, the pact should supplement the existing measures with measures integrated between partners to increase employment.
