Ecological Reform of the Tax System
In the coming decade, Austria faces considerable budgetary expenditure of up to 6.6 billion if no additional measures are taken to meet climate targets. In addition to ecological, economic and social aspects, budgetary instruments must also be implemented. According to Köppl and Schratzenstaller, the ecological reform of the tax system should be based on three pillars: a move away from climate-harmful subsidies, tax incentives that encourage behaviour and the introduction of new environmental taxes.
