Quantum Technology: Potential Productivity Gains in Austria
Osman and his colleagues analyse the discrepancy in Austria between quantum technology research and its commercialisation, thereby explaining the concept of an "Austrian Paradox 2.0". A key countervailing factor here is absorptive capacity (ACAP), both in terms of realising economic potential and in terms of the innovation frontier through endogenous patenting effects. They demonstrate the effectiveness of hybrid organisations (HOs) based on the extended triple helix model – with a focus on quantum innovation hubs – as a tool for increasing absorptive capacity and present their contributions to monetary value creation. From this, they derive specific recommendations for innovation polic
