The European non-residential construction sector faces a challenging recovery period through 2027, constrained by weak public sector finances and sluggish domestic demand across most countries. Despite overall improvements in construction financing conditions – including falling interest rates and EU investment support – Euroconstruct forecasts only minor growth in new non-residential construction between 2025 and 2027. This subdued outlook stands in contrast to more robust expectations for residential and civil engineering segments, reflecting the sector's vulnerability to continued economic uncertainty stemming from the Ukraine war and evolving trade policies. The modest growth trajectory underscores persistent fiscal constraints limiting both public and private investment in commercial, industrial, and institutional building projects across the 19 Euroconstruct countries.
