The seminar is based on the Wifo study, which analyzes the poverty resilience of the last social safety net, specifically social assistance and means-tested minimum benefits in Austria. For the period 2008 to 2021, the study shows that social assistance has reduced the at-risk-of-poverty rate from 15.2% to 14.7%, but that half of households receiving social assistance remain at risk of poverty.
