100th Euroconstruct Conference: European Construction Market Outlook until 2028 – European construction set for gradual recovery after a two-year decline. Country Reports
On 25 November 2025, Euroconstruct presented its winter forecast on European construction markets towards 2028 at its 100th conference. The event was organised by BDO Advisory in Paris. After two consecutive years of decline, Europe's construction sector is poised for gradual recovery. Euroconstruct forecasts that construction output in the Euroconstruct area will stabilise with modest growth of 0.3 percent in 2025, followed by stronger expansion in 2026. Civil engineering emerges as the main growth driver, while residential construction remains weak through 2026 before recovering in 2027. From a regional perspective, Ireland, Poland, Sweden, and the United Kingdom are set to lead the recovery with growth exceeding 4 percent annually through 2028, while Spain shows solid prospects at 3.0 percent. However, persistent macroeconomic uncertainty, high building costs, and affordability constraints continue to weigh on the sector.
