The institutional set-up of fiscal and administrative federalism in Austria is the subject of an enduring substantial critique. Empirical studies identify the complexity of overlapping competences combined with a lack of fiscal transparency and accountability as a major source of inefficiencies in the provision of public services. The purpose of this project is to improve technical capacities for assessing and benchmarking public spending efficiency across sub-national governments. The project will take stock of and define appropriate input and output indicators to measure public spending efficiency in selected public spending areas, employing data from national accounts and numerous other sources. In a further step the project will derive an appropriate analytical model to measure and benchmark spending efficiency in the selected areas across sub-national entities.
