Die Identifikation und insbesondere Visualisierung der Schlüsselrisiken des Klimawandels auf Gemeindeebene anhand des Konzeptes
der "lokalen Gründe zur Besorgnis" dient als Kommunikations- und Entscheidungshilfe für (lokale) Akteurinnen und Akteure im
ganzheitlichen klimasensitiven Risikomanagement. Dieses Konzept füllt eine wichtige Lücke in der Entscheidungsfindung und
ermöglicht eine gezielte Auswahl aus der Fülle von möglichen Anpassungsmaßnahmen und –strategien. Es schafft und stärkt Bewusstsein
und Handlungsverantwortung für bestehende, entstehende und künftige Risiken. Durch das Verfahren können gängige Praktiken
im Umgang mit Risiken überarbeitet und mögliche künftige (klimatische sowie sozioökonomische) Entwicklungen in die Beurteilung
der Risiken sowie in Entwicklungskonzepte der Gemeinden mit einbezogen werden. Die Entscheidungsverantwortlichen werden dadurch
unterstützt, präventiv zu handeln und die für ihre Gemeinde notwendigen Maßnahmen rechtzeitig zu treffen.

Global Challenges – Local Risks. Of Future Lives with Climate Change – A Decision-making Tool for Municipalities
The identification and, in particular, the visualisation of climate-related key risks at municipal level through the "Local
Reasons for Concern" serve as a communication and decision-making tool for (local) actors in the area of holistic climate-sensitive
risk management. The concept fills an important gap in decision-making and allow for a prioritisation of the manifold available
adaptation measures and strategies. It enables the creation and strengthening of awareness and responsibility for existing,
emerging and future risks. The procedure can be used to revise common practices dealing with risks and to incorporate potential
future developments (climatological as well as socio-economic) into the assessment of risks as well as in community development
concepts. The application of the "Local Reasons for Concern" thus supports decision-makers in taking preventive action and
measures necessary for their municipality in due time.

The overall aim of ARISE is to develop a decision support system for climate-sensitive iterative risk management as a key
adaptation approach. Its objectives are 1. to bridge the gaps between global initiatives related to climate change and disaster
risk reduction and national, subnational as well as local risk management and adaptation needs,2. to downscale the "Burning
Embers – Reasons for Concern" to the local level, and 3. to support the building of resilience and adaptation capacities.
A framework and scenarios will be built and measures tested in the City of Lienz, Austria.
