Arbeitsmarktpolitik richtet sich häufig in erster Linie an Arbeitslose. Sowohl das Risiko, arbeitslos zu werden, als auch die Chance, aus der Arbeitslosigkeit in die Beschäftigung zurückzukehren, werden jedoch vom Einstellungs- und Kündigungsverhalten von Unternehmen beeinflusst. Vor diesem Hintergrund unterzieht der vorliegende "Unternehmensmonitor Arbeitslosigkeit" die Rolle der Unternehmen bei der Bekämpfung der Arbeitslosigkeit einer systematischen Analyse: Wie häufig stellen sie Arbeitslose ein und verschaffen ihnen dadurch eine langfristige Beschäftigungsperspektive? Wie häufig gehen Beschäftigte in die Arbeitslosigkeit ab? In welchem Ausmaß beschäftigen die Unternehmen ältere Arbeitskräfte? Wieweit schalten sie das Arbeitsmarktservice in Arbeitskräftesuche und Stellenbesetzung ein? Die Studie liefert aussagekräftige Indikatoren für ein Monitoring. Sie deckt große Unterschiede im Unternehmensverhalten selbst innerhalb von Betriebssegmenten auf und verweist damit auf arbeitsmarktpolitischen Handlungsspielraum.

Enterprise Monitor Unemployment. The Role of Enterprises in Combating Unemployment
Labour market policy often addresses primarily the unemployed. However, both the risk of becoming unemployed and the chance of returning to employment from unemployment are influenced by the hiring and firing behaviour of companies. Against this background, this "Enterprise Monitor Unemployment" systematically monitors the role of companies in combating unemployment: How often do they hire unemployed persons and thereby provide them with long-term employment prospects? How often do employed persons drift into unemployment? To what extent do firms employ older workers? To what extent do they involve the Public Employment Service in recruiting and filling vacancies? The study provides meaningful indicators for monitoring. It reveals large differences in company behaviour even within company segments and thus points to political scope for action.
