As part of the framework contract for the preparation of the annual European Competitiveness Reports led by WIFO, Professor Joseph Francois and other research partners identify the likely (applied) tariff scenario for all WTO countries with respect to the forthcoming Doha round on non-agricultural market access (NAMA). In pursuing this aim, the following aspects were taken into account: developing countries' option of "flexibilities" to protect certain sensitive industries, their likely raise of some tariffs to levels above their currently applied rates, and the reciprocity in tariff cutting in the NAMA area, i.e., a comparison of percentage cuts of applied rates between EU and a group of major emerging economies. The study establishes two tariff scenarios (a "liberal" and a "protectionist" one), for which it assesses the likely impact of the tariff liberalisation on EU industry, providing a breakdown of effects according to sectors and individual countries (for all 27 EU member countries) and covering a period of at least 20 years.
