ICT Investment and Productivity: An Industry Analysis for the EU and the USA. Background Study for the European Competitiveness Report 2009

As part of the framework contract for the preparation of the annual European Competitiveness Reports led by WIFO, our research partner NIESR studied the role of product and labour market regulations and its impact on ICT investment and the growth of multifactor productivity (MFP). Firstly, the study explores whether regulation can directly hinder ICT investment, thus slowing EU investment relative to the USA. Secondly, the study investigates whether there is an indirect hindrance that prevents ICT investment from translating into (multifactor) productivity gains like those observed in the USA.
