The subject matter is company integration subsidies, employment projects on the second labour market and selected training measures. Methodologically, the study is guided by the question of which instruments are particularly suitable in times of crisis to avoid unemployment or to bring the unemployed into employment and which instruments, on the other hand, are particularly effective in times of an economic upswing. The results of the study are intended to provide a basis for decision-making on the budget allocation of labour market policy instruments in the different phases of the economic cycle.
