The report is based on the third meeting of the MLE held in Prague on 21 to 22 November 2024 on the topic of Enabling conditions for attractive R&amp;I systems and balanced circulation of talents. After an introduction to the topic, it presents three types of relevant policies: policies to improve the overall attractiveness of R&amp;I systems, policies to foster the balanced circulation of talents targeted at research organisations or universities and last but not least policies targeted at individual researchers.
