Die Land- und Forstwirtschaft, das produzierende Gewerbe, die Freizeitwirtschaft, der Verkehr, Siedlungen, Infrastrukturausbau und der Naturschutz sind aktive Gestalter. Die Stadt- und Raumplanung, Naturschutz-, Forst- und Landwirtschaftsgesetzgebung stellen den Handlungs- und Lenkungsrahmen her. Klima- und Umweltkrisen, deren Dynamik teilweise von Antriebskr\u00e4ften au\u00dferhalb der Landnutzung herr\u00fchrt, k\u00f6nnen existierende Zielkonflikte versch\u00e4rfen oder neue herbeif\u00fchren (Plieninger et al., 2016).
