TranSust.Scan Working Paper"},"content":{"rendered":"","protected":false},"featured_media":0,"template":"","class_list":["post-113836","publication","type-publication","status-publish","hentry"],"acf":{"subtitle":"","text":"During the preparation of the EU energy and climate package we developed a structural model on effort sharing between EU countries. While the EU proposal on effort sharing differentiates between the ETS and the non-ETS sector, our model provides target sharing provisions on country level based on contraction and convergence assumptions. In a first step, we describe the key elements of the effort sharing proposal by the European Commission. In a second step, we analyse effort sharing scenarios based on single indicators, such as emissions per GDP or emissions per capita.
