Dieser Zuwachs geht zu 90% auf die neuen Kindergeldregelungen zur\u00fcck, nicht auf eine Verbesserung der Arbeitsmarktlage. Die verbleibende Zunahme erkl\u00e4rt sich daraus, dass Personen im Vorruhestand als Besch\u00e4ftigte gez\u00e4hlt werden. Die Aktivbesch\u00e4ftigung blieb zwischen 2000 und 2003 ann\u00e4hernd konstant. Allerdings verringerte sich die Zahl der Vollzeitbesch\u00e4ftigten laut Mikrozensus um 61.000, die der Teilzeitbesch\u00e4ftigten (12 bis 35 Wochenstunden) wurde um 65.000 erh\u00f6ht.
