F\u00fcr diese Entwicklungen gibt es keine monokausale Erkl\u00e4rung; nationale Institutionen, Wohnungsmarktineffizienzen, Probleme in der regions\u00fcberschreitenden Arbeitsmarktvermittlung und Verhaltens\u00e4nderungen der Betroffenen tragen dazu bei. Eine Politik, die die interne Mobilit\u00e4t der Arbeitskr\u00e4fte in den MOEL f\u00f6rdert, k\u00f6nnte demnach zum Ausgleich der erheblichen Arbeitsmarktdisparit\u00e4ten beitragen. Erforderlich w\u00e4re dazu ein \"Mix\" an Ma\u00dfnahmen, die die vielf\u00e4ltigen Ursachen der geringen Migrationsneigung ansprechen.","onlinedate":"2003-11-04
