Spending on research in Austria, while rising in the 1990s, still does not reflect the economic capacity of the country. In terms of publications per inhabitants, Austrian researchers rank somewhere in the middle of a European scale. Considerable strength in the medium education segment contrasts with an extraordinarily low share of graduates of tertiary education.
