Die Aufteilung der Ertragsanteile der Gemeinden erfolgt derzeit \u00fcberwiegend anhand der Volkszahl und insbesondere des abgestuften Bev\u00f6lkerungsschl\u00fcssels; erhebliche Probleme ergeben sich daraus, dass die Grundannahme des abgestuften Bev\u00f6lkerungsschl\u00fcssels \u2013 eine Zunahme der Pro-Kopf-Ausgaben mit steigender Bev\u00f6lkerungszahl \u2013 empirisch nicht (mehr) zu belegen ist. Kleinere und mittlere Gemeinden sind gegenw\u00e4rtig deutlich benachteiligt, ihre Einnahmenentwicklung kann mit den Ausgaben und den Anforderungen an die Gemeinden nicht mehr Schritt halten. Daher erscheint es sinnvoll, zus\u00e4tzliche Indikatoren f\u00fcr die k\u00fcnftige Aufteilung der Gemeindeertragsanteile heranzuziehen und sich mehr an den Aufgaben zu orientieren. Solche Indikatoren k\u00f6nnten die Altersstruktur der Bev\u00f6lkerung und die Zahl der Arbeitspl\u00e4tze sein, aber auch etwa die N\u00e4chtigungszahlen, vor allem aber die Siedlungsfl\u00e4che oder die Stra\u00dfenl\u00e4nge. Die Erstellung \u00f6ffentlicher Leistungen erfordert h\u00e4ufig Mindestkapazit\u00e4ten, die letztlich auch die Qualit\u00e4t bestimmen.
