Die Gemeinden (einschlie\u00dflich der Gemeindeverb\u00e4nde) zahlten 1999 an die L\u00e4nder (einschlie\u00dflich der Landesfonds) 14,7 Mrd. S (1,07 Mrd. \u20ac) und erhielten andererseits 8,7 Mrd. S (0,63 Mrd. \u20ac). Netto haben damit die \u00f6sterreichischen Gemeinden die L\u00e4nder mit rund 6 Mrd. S (0,44 Mrd. \u20ac) gest\u00fctzt. Durch die finanziellen Verflechtungen wird der finanzielle Spielraum der L\u00e4nder gr\u00f6\u00dfer, jener der Gemeinden kleiner.
