Eine rationale Kooperationsf\u00f6rderung m\u00fcsste vorab kl\u00e4ren, welche Kooperationen in welcher Phase ihrer Entstehung gef\u00f6rdert werden. Teure kooperationsf\u00f6rdernde Ma\u00dfnahmen sollten nur dann in Betracht gezogen werden, wenn die positiven Externalit\u00e4ten der Kooperation den finanziellen Einsatz rechtfertigen. Die unterschiedliche Wirksamkeit des Instrumenteneinsatzes in verschiedenen Kooperationsphasen belegen Ergebnisse einer WIFO-Umfrage zu Kooperationen mit den MOEL: Nichtkooperierende Unternehmen ben\u00f6tigen vor allem Informationen, kooperierende Unternehmen bevorzugen hingegen finanzielle Anreize.
