Kollektivvertragsabschl\u00fcsse sind jedoch nur die erste Ebene der Lohnbildung in \u00d6sterreich. Auf einer zweiten Ebene bilden sich die Effektivl\u00f6hne unter Mitwirkung der Gewerkschaften und der Betriebsr\u00e4te, in vielen Bereichen vermutlich jedoch haupts\u00e4chlich als Ausdruck des Zusammenwirkens von Angebot und Nachfrage. Die Einreihung dieses Lohnbildungssystems etwa in die Mitte der \u00fcblichen internationalen Rangordnungen bedeutet keineswegs, dass die Bewegungen der L\u00f6hne auf der makro\u00f6konomischen Ebene die Erreichung wichtiger makro\u00f6konomischer Ziele behindert h\u00e4tten.
