Diese wird von topographischen Voraussetzungen, aber auch von Infrastrukturinvestitionen gepr\u00e4gt. Starke Produktivit\u00e4tssteigerungen im Verkehr senkten in den letzten 40 Jahren die Transportkosten, die Frachts\u00e4tze haben sich in Relation zu den G\u00fcterpreisen verbilligt. Seit Ende der achtziger Jahre gehen verst\u00e4rkt umweltpolitische \u00dcberlegungen in Entscheidungen \u00fcber den Infrastrukturausbau ein. Sie zielen auf die Verbesserung des Schienenangebotes ab, die Investitionen in das Stra\u00dfennetz beschr\u00e4nken sich auf die Fertigstellung des reduzierten h\u00f6herrangigen Stra\u00dfennetzes und auf bauliche Ma\u00dfnahmen zur Senkung der L\u00e4rmemissionen.
