Dies liegt vor allem an den Arbeitgeberbeitr\u00e4gen zur Sozialversicherung, an den lohnsummenabh\u00e4ngigen Abgaben und an den Ausfallzeiten. Eine Senkung der Lohnnebenkosten k\u00f6nnte die internationale Wettbewerbsf\u00e4higkeit verbessern, den Anreiz zur Schwarzarbeit etwas vermindern und die Substitution von Arbeitskr\u00e4ften durch Automatisierung verlangsamen \u2013 zumindest aus besch\u00e4ftigungspolitischer Sicht ein w\u00fcnschenswerter Effekt. Ein Spielraum zur Senkung der Lohnnebenkosten ergibt sich in den n\u00e4chsten Jahren vor allem dadurch, da\u00df zu erwartende \u00dcbersch\u00fcsse der Fonds im Bereich der sozialen Sicherheit nicht f\u00fcr Ausgabensteigerungen, sondern f\u00fcr Beitragssenkungen verwendet werden k\u00f6nnten.
