Langfristige Entwicklung von Höhe und Struktur der Familienleistungen in Österreich (Long-term Trends of Level and Structure of Family Benefits in Austria)

In Österreich liegen die Familienleistungen der öffentlichen Hand gemessen am BIP knapp über dem OECD-Durchschnitt. Die monetären Familienleistungen überwiegen gegenüber den Sachleistungen erheblich, allerdings verringerte sich ihr Anteil seit 2000 deutlich. Gleichzeitig wurden mit einer Reihe von Reformen des Instrumentariums der monetären Leistungen Anreize für eine höhere Väterbeteiligung gesetzt und die Vereinbarkeit von Familie und Beruf für beide Elternteile verbessert. Die Aufwendungen der öffentlichen Hand für Familien im engeren Sinne stiegen in Österreich zwischen 2000 und 2016 von 6,6 Mrd. € auf knapp 10,3 Mrd. €. Mit 2,9% des BIP lagen sie 2016 etwas unter dem Wert des Jahres 2000 (3,1%) und stagnieren de facto seit 2006. Da die Zahl der Kinder und Jugendlichen bis 19 Jahre langfristig rückläufig ist, wachsen die Pro-Kopf-Familienleistungen langfristig: Von 3.540 € pro Kind 2000 stiegen sie bis 2016 nominell auf fast 6.000 €.

Long-term Trends of Level and Structure of Family Benefits in Austria
Family benefits in Austria, as a percentage of GDP, slightly exceed the OECD average. Monetary benefits largely dominate benefits in kind, although their share has decreased markedly since 2000. At the same time, several reforms within the monetary benefit system have encouraged the participation of fathers and improved the compatibility of work and family obligations for both parents. Austrian public expenditure on family support, in a narrower sense, has increased from 6.6 billion € in 2000 to nearly 10.3 billion € in 2016. At a ratio of 2.9 percent of GDP in 2016, spending has edged down from 3.1 percent in 2000 and has virtually stagnated since 2006. Since the population up to age 19 is in secular decline, per-capita family benefits follow a long-term upward trend, rising from 3,540 € per child in 2000 to almost 6,000 € nominal in 2016.
