Die vorliegende Studie untersucht, wieweit die europäischen Rahmenbedingungen (Binnenmarkt, Europa-2020-Strategie, Stabilitäts-
und Wachstumspakt) mit der nationalen Wirtschaftspolitik der nächsten Jahre im Einklang sind bzw. Konfliktpotentiale aufweisen.
Dabei wird davon ausgegangen, dass die nationale Wirtschaftspolitik an den vorhandenen Schwächefeldern der österreichischen
Wirtschaft ansetzt. Trotz der EU-Vorgaben verbleiben Freiräume für die nationale Wirtschaftspolitik. Die Übereinstimmungspotentiale
einer künftigen österreichischen Wachstums- und Beschäftigungspolitik mit den europäischen Rahmenbedingungen sind hoch.

Growth and Employment Policy in Austria in the Context of a European Framework
The study investigates the extent to which European framework terms (internal market, Europe-2020 strategy, stability and
growth pact) are in harmony or in conflict with Austrian economic policies over the coming years, starting out from the assumption
that national economic policies will focus on existing weaknesses in the Austrian economy. The EU-stipulated framework leaves
some leeway for national economic policies. Future growth and employment policies in Austria are likely to be a close match
to the European framework terms.
The "Europe 2020" Strategy for growth and employment in the EU establishes a new framework for member countries' economic
policies. Key elements are the national targets in five policy areas (employment, research and development, education, poverty,
environment), the Stability and Growth Pact, the co-ordination process in the context of the "European Semester" with guidelines
set for economic policy at the national level, the drafting of National Reform Programmes, their evaluation at the European
level, and a new procedure for the surveillance of macroeconomic imbalances. Against the background of a status-quo assessment
of the course of Austria's economic policy followed since 1995 ("narrow focus on competitiveness"), this article explores
potential options for gauging the scope for policy action at the national level. Thus, measures in the area of education and
innovation, employment and environmental policy could broaden the sources of Austria's economic growth and mobilise potential
demand and output hitherto untapped. For such policy approaches, the new European co-ordination process defines guidelines,
while leaving major scope for action to individual member countries, thereby lending support to growth- and employment-enhancing
reforms in Austria. The EU framework is binding with regard to the environmental targets, due to the commitment to reduce
greenhouse gas emissions.
Die EU-Wachstums- und Beschäftigungsstrategie "Europa 2020" definiert neue Rahmenbedingungen für die Wirtschaftspolitik der
Mitgliedsländer. Zentral sind dabei die nationalen Ziele in fünf Bereichen der Wirtschaftspolitik (Beschäftigung, Forschung
und Entwicklung, Bildung, Armut, Umwelt), der Stabilitäts- und Wachstumspakt, der Koordinationsprozess im Rahmen des "Europäischen
Semesters" mit der Vorgabe von Leitlinien für die nationale Wirtschaftspolitik, der Entwurf nationaler Reformprogramme, deren
Bewertung durch die europäische Ebene und ein neuer Prozess zur Überwachung makroökonomischer Ungleichgewichte. Vor dem Hintergrund
einer Status-quo-Bestimmung des Kurses der österreichischen Wirtschaftspolitik seit 1995 ("enger Wettbewerbsfähigkeitskurs")
wird anhand von potentiellen Ansatzpunkten der Spielraum der nationalen Wirtschaftspolitik identifiziert: Maßnahmen im Bereich
der Bildungs- und Innovationspolitik, Beschäftigungs- und Umweltpolitik würden eine Verbreiterung der Wachstumsquellen bewirken,
um ungenutzte Wachstumspotentiale in Österreich auszuschöpfen. In den potentiellen Ansatzpunkten gibt der neue europäische
Koordinationsprozess Leitlinien vor, Österreich behält aber wesentlichen Gestaltungsspielraum und findet im EU-Prozess Unterstützung
für wachstums- und beschäftigungsfördernde Reformen. Verbindlich sind die EU-Rahmenbedingungen hinsichtlich der Umweltziele
aufgrund der vertraglichen Verpflichtung zur Senkung der Treibhausgasemissionen.
