Diese Studie analysiert – neben einem Literaturüberblick über Ex-ante- und Ex-post-Bewertungen der EU-Erweiterung von 2004
– die Entwicklung der Wirtschaft in Österreich, Tschechien, Ungarn und der Slowakei seit der EU-Erweiterung 2004 unter besonderer
Berücksichtigung der CENTROPE-Region. Insbesondere wird untersucht, wieweit seit der Erweiterung sichtbare Wachstumsimpulse
zu verzeichnen waren und ob in Teilregionen der CENTROPE Verwerfungen auf dem Arbeitsmarkt auftraten. Wie die makroökonomische
Untersuchung zeigt, war die Phase seit der Erweiterung bis ins Jahr 2008 durch ein hohes Wachstum und eine deutliche Verbesserung
der Arbeitsmarktlage geprägt, sodass der Aufholprozess der CENTROPE-Region in den neuen EU-Ländern (insbesondere in der Slowakei)
fortgesetzt und zum Teil auch beschleunigt wurde. Die CENTROPE ist wirtschaftlich jedoch noch immer schwächer integriert als
andere Grenzregionen der EU, insbesondere hinsichtlich der grenzüberschreitenden Mobilität der Arbeitskräfte. Wie eine Analyse
der Pendel- und Migrationsbewegungen seit der Erweiterung zeigt, dürften hier auch die Übergangsfristen eine Eindämmung der
Wanderung (verglichen mit Ex-ante-Prognosen) bewirkt haben. Die Überwindung der Weltwirtschaftskrise, die Ende 2008 alle Volkswirtschaften
der CENTROPE traf, kann als zentrales gemeinsames Problem aller wirtschaftpolitischen Akteure in der Region bezeichnet werden.

FAMO – Monitoring of Skilled Workers. Regular Assessment on the Supply of and Demand for Skilled Workers in the Border Region
Between Austria and Slovakia. FAMO I: Economic Development in the CENTROPE Region since EU Enlargement
This report investigates the economic development since the EU enlargement in 2004 in Austria, the Czech Republic, Hungary
and Slovakia with a particular focus on the CENTROPE region. It also includes a literature review of ex-ante and ex-post assessments
of the EU enlargement of 2004. We try to evaluate whether there have been significant growth accelerations and whether there
have been problems on the labour markets in subregions of CENTROPE. The macroeconomic analysis shows that there was high growth
and a considerable improvement in the labour market situation in the period between enlargement and the year 2008. As a consequence,
the catching-up process of those parts of the CENTROPE region which belong to the new EU member countries continued and was
partly even accelerated. However, the CENTROPE region is still less economically integrated than other cross-border regions
of the EU, in particular concerning cross-border labour mobility. This is probably due to the transition periods until labour
markets are fully opened, as shown by an analysis of migration and commuting patterns. All the economic policy makers of the
CENTROPE region now face the same common problem of overcoming the global economic crisis which hit all of the CENTROPE economies
at the end of 2008.
The project "Monitoring of Skilled Workers" (FAMO) regularly assesses the supply and the demand for skilled workers in the
border region between Austria and Slovakia and is paid for from the European Fund for Regional Development within the "Programme
for cross-border co-operation between Austria and Slovakia between 2007 and 2013". It is also co-financed by the Austrian
Ministry for Work, Social Affairs and Consumer Protection and by the Slovakian Ministry for Construction and Regional Development.
