Über die herkömmliche Modellierung des privaten Konsums hinaus können Ansätze zur Abbildung nachhaltiger Konsummuster insbesondere für die Bereiche "Verkehr" und "Raumwärme" auch nichtökonomische Größen modelltechnisch und empirisch darstellen. Wesentliche Neuerungen sind im Modell des WIFO die Fokussierung auf wohlstandsrelevante Konsumdienstleistungen sowie die Abbildung der Wechselwirkungen zwischen Bestandsgrößen sowie Energie- und Materialströmen (Stromgrößen). Der Ansatz versucht, Nachfrageverschiebungen als Folge von Änderungen des Konsumstils zu erfassen.

Sustainable Consumption: Economic Modelling
The economic analysis of sustainable consumption structures concentrates on the extent to which it is possible and recommendable to foster substitution of flows by stocks (improving the thermal quality of buildings, more energy-efficient transport systems). Also of relevance is the role that technological progress plays in such restructuring processes (improving the existing stock of buildings and vehicles, and incentives for entirely new technologies in these fields). Two central components will thus decide on the sustainability of consumption structures: changes in demand for desired consumer services and the composition of stocks and flows required to render such services. The model analysis of sustainable consumption starts out by changing the focus of economic welfare measurement. The primary attention is on the generation of consumer services (housing, mobility, information) and thus on welfare as a combination of stocks (e.g., stock of buildings with improved thermal quality) and flows (mainly energy), since it may be misleading to concentrate solely on flow measurements, especially when it comes to consumption. Accordingly, the following changes were made compared to the conventional economic models: • focussing on consumer services obtained by the the combination of flows and stocks rather than on an economic analysis of consumption flows, • explicitly modelling the dynamics of this relationship of stocks and flows, • including technological progress in this interaction between stock and flow variables to produce consumption services that are relevant for welfare, • accounting for "demand shifts" as a result of changes in consumption styles.

Changes in consumption processes are increasingly recognised as important steps towards sustainable development. The empirical study for Austria aims at integrating aspects of sustainable consumption into economic modelling. This is done within a microeconomic consumption model using household production functions for the relevant services for mobility and heating. In contrast to a strictly neo-classical model, in this approach capital stock adjustment is not solely determined by relative prices but institutional and non-economic factors as well. The demand for goods and services is then the result of the decisions with respect to the capital stock.

Eine Veränderung der vorherrschenden Konsumstrukturen ist angesichts der gesamtwirtschaftlichen Bedeutung des privaten Konsums für eine Umorientierung der Wirtschaftsentwicklung zur Nachhaltigkeit unabdingbar. Die ökonomische Literatur befasst sich mit den notwendigen Schritten für eine Neuausrichtung der Konsumprozesse – etwa der Reduktion der Materialströme, dem Einsatz erneuerbarer Ressourcen, der verstärkten Kreislaufführung – sowie einem methodischen Rahmen für ökologisch-ökonomische Informationssysteme. Die Analyse nachhaltiger Konsumstrukturen ist dabei ein relativ neues Forschungsgebiet; spezifische Fragestellungen und methodische Zugänge sind sehr heterogen. Der Beitrag fasst die wichtigsten Forschungsrichtungen zusammen.

Die internationale Forschung zur Nachhaltigkeit im Konsum umfasst eine breite Palette verschiedenster Ansätze zur Analyse der weitreichenden ökologischen (und auch sozialen) Effekte des privaten Konsumverhaltens. Sowohl die theoretischen als auch die umsetzungsorientierten Arbeiten betonen insbesondere die Notwendigkeit einer Umorientierung der Nachfragestrukturen. Der Einbindung in empirische ökonomische Modelle und der Schätzung der gesamtwirtschaftlichen Effekte einer solchen Strukturveränderung wurde jedoch bisher wenig Aufmerksamkeit geschenkt. Die Durchführung einer entsprechenden empirischen Studie für Österreich ist somit ein wichtiger Schritt in Hinblick auf die Integration nachhaltiger Konsumstrukturen in ein ökonomisches Modell und auch im internationalen Vergleich Neuland.
