Von der zunehmenden Digitalisierung des Arbeitsmarktes sind wichtige Themen wie Wettbewerbsrecht, Arbeitnehmerrechte und die Finanzierung des Sozialstaates betroffen. In neuen virtuellen Produktionsräumen verschwimmen traditionelle Grenzen zwischen betrieblichem und externem Humankapital, zwischen abhängiger und selbständiger Beschäftigung, zwischen betrieblichem und individuellem Risiko. Die 11. Sozialstaatsenquete widmet sich dem Ausmaß und dem Umfang der neuen plattformbasierten Produktionsweisen in Europa und Österreich. Die betrieblichen Abläufe der durchlässigen Wertschöpfungsketten stehen ebenso im Mittelpunkt wie die Chancen und Risiken von plattformbasierter Leistungserbringung und die damit zusammenhängenden Arbeitsbeziehungen.

The rising demand for long-time care will lead to higher costs for the public sector. This year's conference is therefore devoted to the discussion of advantages and disadvantages of the different care financing models and whether there are differences in the services offered. Ein gut funktionierendes Sozialversicherungssystem ist ein stabiles Fundament für eine Gesellschaft und deren nachhaltig erfolgreiche Entwicklung. Soziale Sicherheit, Inklusion, Partizipation, Solidarität sowie Verteilungsgerechtigkeit sind essentielle Bedingungen für eine erfolgreiche Gemeinschaft. Das in Österreich und Deutschland schon lange existierende und tief verankerte Selbstverwaltungsprinzip wird vielfach als Baustein einer lebendigen Demokratie angesehen. Das Prinzip der Selbstverwaltung kann dazu beitragen, dass die Interessen der betroffenen Versichertengruppen in der Sozialversicherung einbezogen werden, und es ermöglicht unter bestimmten Voraussetzungen den Bürgerinnen und Bürgern, aktiv an der unmittelbaren Erfüllung staatlicher Aufgaben mitzuwirken. Im Rahmen der 12. Sozialstaatsenquete wird die Funktionsweise von sozialen Selbstverwaltungssystemen beleuchtet und der Frage nachgegangen, wie die Selbstverwaltung als Governance-Modell der Zukunft gestaltet werden kann.

The conference in cooperation with the Main Association of Austrian Social Security Organisations highlights the relationship between new forms of work relations (cloud-work, crowdsourcing) and social security. There is an increasing gap between nationally regulated social security systems and transnationally acting enterprises and workers. These new developments as well as options for adaptions of the traditional social security system are going to be analysed during the conference.

The gap between rich and poor is at its highest level since 30 years in OECD countries. The long-run increase in income inequality raises social and economic concerns: due to income-related social security systems lower-income people face a long-term inadequate social security. But also financial sustainability of the health and pension system depends on high employment and increasing wages. The conference highlights the newest empirical facts and discusses new policy approaches.

Although employment rates are rising as well as the qualification of working age population is increasing, we observe growing income inequality. In societies with large income gaps there are negative effects on equal opportunities and social mobility. The conference highlights the newest empirical facts for Austria and Sweden.

In the direct aftermath of the crisis, welfare state structures helped mitigate the consequences for the populations of Europe. Production and job losses in the real economy caused by the financial crash, combined with an increase in unemployment, have a medium- to long-term effect on social security in Europe. The direct and indirect effects of the financial crisis on the social welfare of Europeans are the subject of the 7th Welfare State Roundtable organised by WIFO together with the Federation of Austrian Social Insurance Institutions.
